The Sunday Mirror says SWP has become disillusioned with life at Stamford Bridge, where he believes a lack of first-team opportunities cost him a place in the World Cup squad in the summer.
Tottenham boss Martin Jol is an admirer of Wright-Phillips and could well make a move in January.
A bid would be an even more attractive proposition should Tottenham continue to progress in the UEFA Cup and the domestic cup competitions.
Jol knows his squad would be stretched by a growing fixture list.
